Preheat oven to 375°F (190°C). Grease a 9x13-inch baking dish.
In a large skillet over medium heat, cook ground beef until browned. Add diced onion and minced garlic, cooking until softened.
Stir in cream of mushroom soup, milk, salt, pepper, garlic powder, onion powder, and paprika. Simmer for 2-3 minutes.
Spread the beef mixture evenly in the prepared baking dish. Sprinkle 1 cup of shredded cheddar cheese on top.
Arrange frozen tater tots in a single layer over the beef and cheese mixture.
Bake for 35-40 minutes, until tater tots are crispy and golden brown.
Remove from oven and sprinkle remaining 1/2 cup of cheddar cheese over the top. Bake for an additional 5 minutes, until cheese melts.
Let cool slightly before serving. Garnish with chopped parsley if desired.
