Heat a large skillet over medium-high heat. Divide the ground beef into 4 equal portions.
Place one tortilla in the skillet, sprinkle half the cheese over half of it.
On the other half of the tortilla, press one portion of beef flat and season with garlic powder, onion powder, salt, and pepper.
Let the beef cook until browned and crispy at the edges. Flip the empty half of the tortilla over the beef to form a quesadilla.
Cook until the tortilla is golden and the cheese is melted. Repeat with remaining tortillas and beef.
Slice into wedges and serve hot with pickles and dipping sauce.
