In a skillet over medium heat, cook the ground beef, onion, and bell pepper until the beef is browned and the vegetables are softened. Drain excess fat.
Stir in the Sloppy Joe sauce, garlic powder, salt, and black pepper. Simmer for 5 minutes until the mixture thickens slightly.
Lay out the tortillas and evenly distribute the beef mixture across the center of each one.
Sprinkle shredded cheddar cheese on top of the beef mixture.
Fold the sides of each tortilla inward and roll tightly to form burritos.
Preheat a grill pan or skillet over medium heat and lightly grease with cooking spray.
Grill the burritos for 2-3 minutes on each side until golden brown and crispy.
Serve hot with sour cream and chopped cilantro if desired.
