Toss cubed potatoes with olive oil, salt, pepper, and paprika. Spread evenly on a baking sheet.
Roast potatoes for 25 minutes until golden and crispy on the edges.
While potatoes cook, heat a skillet over medium heat and brown the ground beef. Drain any excess fat.
Stir in garlic, honey, and chili flakes, cooking until fragrant and beef is glazed.
Remove potatoes from oven and combine with beef mixture. Toss well so everything is coated.
Garnish with parsley and serve warm.
