In a skillet over medium heat, cook the ground beef with salt, pepper, garlic powder, and onion powder until browned. Drain excess grease.
Mix the cooked beef with mozzarella and cheddar cheese.
Flatten each biscuit dough piece and place a spoonful of the beef mixture in the center. Fold and pinch the dough to seal.
Place the stuffed biscuits seam-side down on the baking sheet.
Mix melted butter with minced garlic and brush over the biscuits.
Sprinkle with Parmesan cheese and chopped parsley.
Bake for 15-18 minutes, or until golden brown.
