Preheat oven to 375°F (190°C).
In a skillet over medium heat, cook the ground beef and chopped onion until the meat is browned and the onion is soft. Drain excess grease.
In a bowl, mix the cream of mushroom soup, milk, garlic powder, salt, black pepper, and paprika.
In a greased baking dish, layer half of the sliced potatoes, half of the cooked beef, and half of the cheese.
Repeat the layers, then pour the soup mixture evenly over the top.
Cover with foil and bake for 45 minutes.
Remove foil and bake for another 15 minutes until the top is golden and bubbly.
Let cool slightly before serving.
