Cook the noodles according to package instructions, then drain and set aside.
Heat 1 tbsp of vegetable oil in a large pan over medium-high heat.
Add the sliced beef and cook until browned, then remove from the pan.
In the same pan, add another tablespoon of oil and sauté the garlic, ginger, bell pepper, and carrot for 2-3 minutes.
Return the beef to the pan and add soy sauce, honey, oyster sauce, sesame oil, and red pepper flakes.
Stir well and cook for another 2 minutes until the sauce thickens slightly.
Add the cooked noodles to the pan and toss everything together.
Garnish with green onions and sesame seeds before serving.
