Add diced onion and garlic, cooking until softened.
Stir in chili powder, cumin, paprika, salt, and pepper. Cook for 1 minute.
Pour in tomato sauce and water. Simmer for 5 minutes, stirring occasionally.
Warm tortillas in a dry skillet or microwave.
Spoon beef mixture onto each tortilla, top with cheese, sour cream, and salsa.
Roll up the burritos tightly, folding in the sides as you go.
Serve hot, garnished with fresh cilantro.
